I heard that there are changes to OGTI /RTIP, what are they?

The premiums for the Optional Group Insurance Plan (OGTI) and the Reserve Term Insurance Plan (RTIP) are reduced for some age groups. Also, insured CF members and insured spouses are now benefiting from a new Accisdental Dismemberment clause added to their policy at no additional cost.

When are the changes effective?

The changes are effective 1 July 2005.

What are the new premium rates?

For non-smokers, premiums are remaining the same for people who are less than 34 years old, or are 60 years old and over. Premiums are decreasing for those who are 35 to 59 years of age.

For smokers, premiums are remaining the same for people who are less than 34 years old, or are 50 years old and over. Premiums are decreasing for those who are 35 to 49 years of age

If I am affected by the reduction in premiums, do I have to notify the pay office or my bank?

No, you are not required to take any action.

  • For Regular Force members, the changes in premiums will take effect automatically within the pay system.
  • Reserve Force members who are paying by electronic fund transfer or pension deduction will automatically be debited the appropriate amount. If a member already paid the entire premium for the year, a reimbursement for the difference, if applicable, will be mailed before the end of July 2005.

How do OGTI/RTIP premiums measure up to other comparable plans available in the industry?

A review of the SISIP FS insurance plans was conducted in 2003/2004. In this review, premiums were compared to the insurance industry's best premium rates available to the majority of Canadian Forces members. These best rates are only available following strict medical testing and verification of immediate family medical history.

With these changes, SISIP FS continues to offer premiums that are among the lowest in the insurance marketplace for comparable coverage. In fact, on a weighted average basis, the serving members premium rates are 8% to 15% lower than the lowest comparable rates in the industry.

Will additional medical tests now be required because of the decrease in premiums?

No, additional medical tests will not be required. In fact, there are less stringent medical underwriting requirements with SISIP FS compared to other optional plans in the insurance industry.

What are the benefits included in the new Accidental Dismemberment clause?

The Accidental Dismemberment clause, added at no cost, will provide benefits for injuries for:

  • Members whose injuries are "non-attributable to military service"* to a maximum of their life coverage in force at the time of the accident;
  • Insured spouses to a maximum of their life coverage in force at the time of the accident; and
  • Dependant children to a maximum of $10,000.

*"Non-attributable to military service" is interpreted as meaning "does not arise out of or is not directly connected with military service."

* "Loss" as used above shall mean loss of use.
** "Loss of sight" shall mean total and irrecoverable loss.
*** "Loss of speech" and "hearing" shall mean entire and irrecoverable loss.
**** The principal sum is an amount equal to the OGTI/RTIP life insurance in force on the life of the insured at the time of the dismemberment.
† Paraplegia, Hemiplegia or Quadriplegia shall mean the complete and irreversible paralysis of such limbs and must be continuous for twelve consecutive months from the date of the accident causing the loss. Benefits may be paid earlier if certification is received by competent medical authority that the injury is irrecoverable.

Please note that in the event more than one of the losses described above results from the same accident, only the largest benefit amount listed in the Schedule of Benefits will be paid.

Under what conditions are the Accidental Dismemberment benefits paid?

The Insurer, Manulife Financial, will pay a benefit as provided in the Schedule of Benefits above, upon receipt of due proof that the insured member, insured spouse, or dependant child has suffered a dismemberment within 365 days of and as a result of an accident, and the member or spouse was less than 74 years of age on the date of the accident. No benefit will be payable until the expiry of thirteen (13) weeks following the accident date.

Why are these changes taking place now?

In 2003/2004, a review of SISIP FS insurance plans was conducted. Financial products reviews are a recurring practice to ensure that SISIP FS continues to provide competitive and affordable financial services tailored to Canadian Forces members and their families. As a result, premiums for some age groups are decreasing and the new Accidental Dismemberment coverage is added to OGTI/RTIP at no additional cost.

Are there other important benefits included in OGTI/RTIP?

Yes, in addition to the new Accidental Dismemberment coverage and low premium rates, OGTI/RTIP participants are offered the following benefits:

  • No war or terrorism exclusion clause;
  • No exclusions for dangerous occupations, hobbies, volunteer activities or sports;
  • Less stringent medical underwriting requirements; and
  • A life insurance for dependant children for an amount of $10,000.

Will there be more changes again in the future?

There could be more changes in the future, as insurance programs reviews are forecasted to take place every three years on average to ensure SISIP FS continues to be a provider of high quality and affordable financial products and services.
